Mason Land Disturbance Permit

Mason is responsible for plan review and local land disturbance permit since 2008. To be in compliance with the state Erosion and Sediment Control (ESC) and Stormwater Management (SWM) requirements, Mason has developed Annual Standards and Specifications for ESC and SWM, which is an integral component of project design, construction, maintenance, and management of Mason’s facilities and campuses. Mason’s Annual Standards and Specifications for ESC and SWM is submitted to Virginia Department of Environmental Quality (DEQ) for review and approval on an annual basis.

Phase 1: Plan Review and Approval

Site Plan Review

Mason LD staff review site plans including ESC and SWM in accordance with the Annual Standards and Specifications. Mason’s Annual Standards and Specifications for ESC and SWM apply to all project design, construction, inspection, and maintenance activities on Mason properties.

Create Stormwater Pollution Prevention Plan (SWPPP)

Stormwater Pollution Prevention Plan (SWPPP) is required documentation for of the Mason Land Disturbance Permit, the DEQ Construction General Permit and the VSMP.

The plans includes prevention measures for both during and after construction. All SWPPPs must contain the following:

  • Approved Erosion and Sediment Control Plan
  • Approved Stormwater Management Plan
  • Pollution Prevention Plan (P2 Plan)
  • Plan specifying any additional control measures to meet the requirements of a TMDL if applicable.

SWPPP must be maintained at a project site along with other required permits.  SWPPP must be amended whenever there is a change in design, construction, operation or maintenance.

Phase 2: Complete Permit Application(s)

Mason Land Disturbance Permit

Projects exceeding 2,500 square feet of disturbance area on Mason’s property are required to obtain the Land Disturbance Permit from Mason LD.

To submit a permit application, access to Mason’s e-Builder Project Management System is required.  To request an e-Builder account, please email ebuilder@gmu.edu.  Once the permit application has been submitted through e-Builder, Mason LD will issue the permit when the site plan is reviewed and approved, and a copy of SWPPP is obtained.

Virginia DEQ Construction General Permit

Projects exceeding 1 acre of disturbance area are required to submit CGP Registration Statement to DEQ. Please review the Virginia DEQ Construction General Permits page for more information on the process.

Phase 3: Project Inspections and Compliance

Mason LD hosts pre-construction meetings with general contractors prior to any land disturbance activities.

Mason LD periodically inspects the site construction projects for compliance with Land Disturbance Permit. Findings and violations will be documented in the Environmental Compliance Report (ECR) with a list of necessary corrective actions and compliance deadline.

Failure to comply with the permit condition within compliance deadline specified in ECR may result notifying to DEQ with a Notice to Comply.

Phase 4: Land Disturbance Permit Termination

Mason’s Land Disturbance Permit will be closed out after Mason LD accepts the site and receives sealed and signed as-built/record drawings.
