Space Allocation Process


An institution such as George Mason University has a large number of individuals involved in diverse and often complex teaching and research activities. To avoid inequities and to sort out competing demands for the same space among users, there must be space use policies or guidelines and space standards and procedures for allocating and reallocating space. An increase in undergraduate and graduate enrolment accompanied by a general increase in research activities has made policies, standards and procedures necessary.

General agreement has been expressed for a University-wide set of policies and procedures governing space use, providing a basis for dealing with specific space allocation problems.

Internal Space Reallocation

Academic and Administrative Unit heads have the authority to make and delegate internal space allocation decisions without the prior approval of SAC so long as these assignments are consistent with the University’s customary practice and do not:

  • Impact instructional space
  • Impact other units, not under the authority of administrator’s supervision
  • Violate any policies practices or procedures established by the University
  • Require resources beyond that administrators control
  • Are not counter to any existing understandings or contractual relationships
  • Internal Space Allocations are to be completed in conjunction with Office of Space Management (OSM) and Physical Plant (PP) in accordance with the PP Work Order System.

Requests for New Space or Significant Reallocation/Reassignment

All requests for new space or for significant reallocations or reassignments of space will be made through the Office of Space Management and forwarded to the Space Administration Committee (SAC) for recommendation. The Office of Space Management is responsible for the efficient and effective allocation of space through out the University. Space Management will assess requests for space using the University Space Guidelines (aligned with BCOM requirements) determining the space requirement needs of its users and creating space solutions to meet the needs of the University.

In many cases requests for additional space will have a budget impact. It is the responsibility of the requestor to obtain budget approval for space requests that will require additional funds. In a similar case, budget approval for additional resources or programs that require additional space does not assume that the space requirement is also approved. The unit must make a separate and coordinated space request.

Issues affecting Instructional Space will be forwarded to the Classroom Advisory Committee (CAC) for their review and recommendation.

Issues affecting Research Space will be forwarded to the Research Council for their review and recommendation.

Utilizing the work of SAC, Research Council and CAC, the Provost and/or Sr. VP will render a decision and notify the effected departments and/or units.
